With the passage of House Bill 3359, the Texas Department of Insurance (TDI) has introduced some of the most stringent network adequacy requirements in the country — specifically around commercial plans. These changes are reshaping how health plans must design, monitor, and report on their provider networks. Before working for Quest Analytics, Zach held similar government affairs leadership roles with Regence Blue Cross Blue Shield, The Pew Charitable Trusts, Willamette Dental Group, and the Washington State Dental Association. In addition to his work with Quest Analytics, Zach is an adjunct instructor at Bellevue College and Bastyr University where he teaches courses on the US healthcare system and legal and regulatory aspects of healthcare.
